Counter-terrorism involves intelligence gathering, special forces raids, and curbing financing. However, the 'War on Terror' has been criticized for causing 'Collateral Damage' (civilian deaths), which can 'Radicalize' more people, creating a cycle of violence.
The definition is often debated: "One man's terrorist is another man's freedom fighter." It depends on perspective and legitimacy.
